Seems like this is mostly drawn rather than than just a regular gfx. I would ask the people from who you took the examples from if they have any tutorials on it.
Yes, I agree with what you think. They seem to be drawn art and not GFX.
if you want more explanation, most of them get a base character and pose it in blender, then render it in plain lighting, afterwards they take it into a software like photoshop and draw over it adding clothing, hair, and different effects like streaks
