They draw those and there are programs for this gimp, krita, paintdotnet and way more

Well, I know a lot of artists that use Procreate. Unfortunately, it isn’t free. There are 2 others that they use, which are free. They are Ibis Paint, and Medibang. Hope this helps you!

For this kind of question: the app usually doesn’t reflet the quality of art, and that is something you have to consider! Any drawing program (such as Medibang, Clip Studio Paint, Photoshop/Illustrator and way more) can do these kind of icons, as long as you have the method to go with.
