How Do You Make A Server Select Menu?

I am wondering how to make a server select menu, such as the ones found in Base Wars and Super Hero Life II. This would be a GUI on the start place that gives a list of active servers, and lets you select one to join (and also shows who is in those servers).

Is this a feature that only certain developers are allowed to use? If not, how do I do this? I haven’t found any help on the internet.
