I’m starting to learn blender, and wanted to know how you guys make custom rigs. Right now, I’m debating between:
Making a rig entirely in blender and importing it into roblox
Making the parts in blender and rigging them in roblox
Making everything in Roblox
Which one of these is the best, or are there other methods?

I would suggest the second option if you know how to rig already, and the third option if you are new to rigging overall. This is because creators on Roblox have made many useful plugins such as rig editor, moon animation, and more that will help with your rigging. Blender is quite hard to learn, so you should get the basics before rigging things on blender.
my recommendation to you would be to do as much in roblox as you can.
you would gain a streamlined workflow,
roblox support,
and lots of compatibillity
