I do not know the game itself or how the entity behaves inside the game itself, but I think it may be just a cube with a beam always facing the front (in order to create the entity that’s always facing the camera), and then the cube itself may be casting Surface Light from every direction. The blue light is likely done by having an invisible part with a PointLight that has a really long range. You can tweak the brightness and color of the light to not make it super bright, but still make it reach as much as the source image.
