Previously, topics in the bulletin board would automatically close as soon as they were posted.

It was automatically, and I believe you should get in touch with moderators about closing topics, depending on the topic and the information you are going to create.

You don’t need to close your bulletin board topics. Only the topic owner can respond to their own bulletin board topics.
It’s intentionally not locked so you can add replies later on, should you want to do that.
