How does one create a semi-ragdoll move system?

The game “totally reliable delivery service “ is a good example. The character is floppy and controls sloppily but in the end is not a rag doll. My idea is to use a rag doll with some forces keeping the legs upright, combined with a movement that applies velocity. Can you flesh the idea out a bit? I understand the topic is not for you to do it for me, but a rough outline or idea would help. Thanks!
