How High Should My Base Terrain Height

I am trying to make a island with a ocean but I’m not to sure on how I should start making the island. When making the island should I have the terrain be tall so there is some space for the ocean or should I leave the terrain height the same when first using the flat terrain world?

The reason I’m posting this is to determine how deep the ocean should be or how high the terrain should be.

Any time I’ve made an island I just start with water at about 0 on the Y axis. I then put the bottom of the ocean/water about as deep as it needs to be. I then add and grow the Terrain until it’s where I need it for the island.
