To be honest, a video thumbnail’s value is mostly subjective. But what makes it worth is how descriptive it is relative to the content of the video and title, and how attractive it is for an audience (or niche). You can have genius thumbnails that don’t have anything to do with your video, and it’s statistics will stagnate [especially if you’re a small creator].

But to answer your question, I wouldn’t pay more than 70 robux for that thumbnail. I know, it’s steep. I can list out reasons as to why if you want though 
This has no editing so I doubt any robux at all. But in a rough estimate, 3 or 8 dollars or 100 to 600 robux or something.
You could do it yourself as well, only robux costing it you making a character or just get a friend or a random police person to come st you and while doing so record a video then just see what frame you like and edit it. You could use photoshops selection tool to select the characters, separate them, add stroke, add some text in the corner, boom. You’re done.
