How should my team proceed with our game Le' Bears?

Me and my friend, @Nuht_Buhtter decided to make a meme game because we thought it was funny.
We called this game “Le’ Bears” after playing another game on Roblox which also included bears, but inadvertently let you kidnap said bears and drop them off into the city where they inevitably would cause havoc.

We originally created this game as a joke, and let a few of our friends play it, and we even ran ads against it just to see if anyone would actually play it (and people did)

But a few days ago, we decided that we want to convert the game to be an actual experience, instead of its current state.

We have a few concepts in mind, (such as making it a “bear wave survival” game where you fight off waves of bears) but how should we go about this?

Should we look into hiring more professional staff? What kind of mechanics would work for an environment like this?
