How to build a vignette around a player?

I wanna know how to make something like this, idk what they tampered with to do this, but im sure it has to do with lightning.

This is done using fog. Inside of the Lighting, You can change the fog color. You can also change the fog end and start. I changed my FogColor to black, FogEnd to 30, and FogStart to 0.
