How to create glimmer effect that surrounds meshes?

Hello Devforum,

Recently in the past couple of months, I’ve been messing around with blender.

I am no way shape or form am good at it but, there has been something I’ve wanted to do for a long time, ever since I started blender.

There is this really cool thing people do where they take a part of their mesh and make it glimmer like the gif below, I was wondering if anyone could push me in the right direction to getting there, I am not sure if this is the right place to go, but I want to know how I could do it. I tried researching but all I saw were just how to make meshes neon. So I came here since I do not know the name or the specific technique used.

It might just be studio, and I just didn’t know about, either way, any help is appreciated!

Sorry if this was posted in the wrong place.

Please give me any tips or direct me to different tutorials if you can!

(I probably should have mentioned, I mean the actual effect part, the one where its glowing in and out)

Pretty sure that’s done using Particles.
