Im currently trying to create the skyscrapper user ad
but im on the ad manager and as of now i dont see a way to do it

User ads are not being moved to the Ad manager as it is currently planned to remove user ads entirely.
As of right now user ads are still not removed and can only be uploaded by going to your Creator Dashboard, then selecting a game and under “Promotion” on the left clicking “Advertise”
