Similar to how wisteria does it for their trees, their trees bloom and you can still see the texture in the leaves:

To pull off that effect I suggest using decals on all sides of the part, while the part’s material is neon.
Maybe setting the decal’s image to this (with transparency) might work like you want:
This doesnt work, the decal hides the bloom unfortunately.
If you increase the transparency the bloom should show more.
I think it just needs tweaking and the correct image and it’ll work.
I’ll possibly test out some stuff later to see if I find a nice solution or alternative.
The texture becomes barely visible when the part starts blooming.
Another thing to note is that neon parts only bloom at a distance, but in that screenshot they seem to be blooming from a much larger distance.
