How to make a static dynamic head?

I’ve been trying to make a static dynamic head using the one available tutorial on Youtube but unfortunately it’s not a very good tutorial. It involved basically hiding a smaller moving part inside of the static head. My main issue lies in trying to get it to pass the validation.

“Dynamic Head did not pass threshold for percent change when emoting.”
According to the error you need to pass a 10% (.105000) threshold but the highest I’ve ever managed was around .07. I’ve tried moving the bones around as much as possible but haven’t broken the threshold.
So what I’m asking is does anyone know how to do this or knows better resources to achieve this? I can leave my fbx file if anyone wants to take a look.
