How to make a static effect

Hi! I am just wondering how I would make a static effect for screens. I have seen many games with screens that have static effects on them and I would like to know how to achieve the same effect.

(by the way I am using surfaceGUIs)

You can put videos in SurfaceGUIs i saw a static animation it shpuld probably work

Its in the Toolbox > Videos you should probably see it there
