Whoa, how is it not possible? Sounds like they’re after a simple textured model which Studio or a third-party program like Blender would be more than capable of doing. Turning it into a wearable accessory would be simple too.
For OP – if you’re describing creating UGC items for the avatar catalog, you’ll have to apply to be a UGC creator.
