Can anyone give me some tips or methods to make glowing vertical pupils like this monster.

It looks like they use a simple decal or a neon mesh part.

Do a neon mesh part and decrease the transparency a bit for a little less glow. You can also change the bloom, that also effects neon parts or you can just use a image or decal like crazed brick said
