How to make the Camera with the Mouse, in the Main Menu?

In my game, I want the player to be able to move their camera in the main menu. Something like this: (credit to @br7hprojects for creating the game)

No need to help with making the UI. I know how to do that. (no mean to brag, but… I am self-taught )
