Hello, don’t mind the build, I just threw it together to test out the lighting which is being unreasonably hard to replicate. So yeah, I’d love to hear feedback on how to improve this!

Unfortunately, I cannot really help you any further than this, it now up to you to play around with the mentioned elements and resources.
Also, to make the process easier, Try using actual professionally made maps or cities so you can feel and resonate with the mood and change it to you liking

Try adjusting brightness and set EnviormentSpecularScale to 0, it could help a bit more.
You can maybe set EnviormentDiffuseScale to 0.3 since that actually changes the enviorment while specular adds actual reflections to metallic objects, nothing else.
