Hello everyone, I am a novice game developer. I’ve spent many hours on this question, but I still haven’t found an answer. I want to ask you, how do people make such game icons? Do they draw them or do they make them in some kind of application?

I don’t think the platform matters all that much as long as you know what you are trying to draw.
You could do this in photopea or kleki if you knew what you were doing.
there might be some slight differences if you are using a vector vs a raster(pixels) software, but as long as you are familiar with the software you chose, the result should be the same.
