How to recreate M1 VFX?

I saw this fighting game and they’re creating a cool wizard class and I wanted to recreate something similar to their M1s VFX, I’m looking for any ideas how they did this or how I can make something similar.

thats easy use animation events and basic logic networking so do your vfx on the client and ping the other clients to do the vfx yeye or idk if this is a thing but i think i remember seeing there is a way to get the animations playing on a character so you could do that and use the animation events to do the vfx

they just used alot of particles, and object spawning/welding that stuff, not exactly sure.

First you make a part and weld it to the arms. Then you add a light instance, a trail instance and just a sparkle particle effect or the sparkle instance. And then just enable disable them? I see that they also added a circle effect at the end. This can be done using a billboard gui or a particle.
