How would I make percentages to represent chances of x occuring?

How would I make a chance for things to spawn or happen?

e.x ( 30% Cyprus Demon Enemy, 0.995% Unforgiving Wrath Boss, 70.005% Cryo Distinguisher. )

There’s a bunch of topics already that cover how to randomly pick something from a weighted distribution, in the sense that more common occurrences have a higher “weight”. If you try searching I’m pretty sure you’ll find something helpful ^.^
