I am unable to use the bug report wizard

I cannot see the “Report Bug” button:

If I try to use the wizard by using this link, then I can get past step 1 just fine, but at step 2, after writing my post and clicking “Done,” I get mysterious errors:

I have a trust level of Regular, so I ought to be able to use the bug report wizard… I’m not sure exactly when this started happening, but it must have been sometime between now and when I created my last bug report thread (August 2021).

I don’t think the browser is relevant here, but for the sake of more information, I’m using Firefox 118.0.2. I’ve just tried on Chrome 118.0.5993.118 and I see the same behavior.
