note: this error occurred when my main account got banned

Or… could the possibility of a reinstallation/restartation kick him out?

yeah im guessing this is HTTP error 403 (but in your case the text is corrupted)
roblox probably failed to download critical files (such as default fastflags and default clientsettings)
try updating windows
try updating graphics drivers
try removing %localappdata%/Roblox folder and then re-running roblox installer
try removing everything in %temp% with admin permissions
Guess the devil is messing with you my guy.
Try reinstalling Roblox, only thought.
