I have an issue with UGC upload and this error

I am trying to create a tolgoin goyol (Mongolian traditional headdress) for my Roblox avatar as a UGC and when I try to upload it to Roblox I am greeted with this message. I have scaled everything down to well below the threshold (I made it initially very big to make it easy to work with but scaled everything down when I was done to fit) and I am still greeted with this message.
Keep in mind I scaled it down from like 45x45x60 something to 1.47x1.47x2.02, which the latter is well below the threshold.

Edit: the UGC is made in Tinkercad and 3D Builder and the unit is in milimeters.

How can I fix this?

There is a plugin that lets you see the boundaries physically called “UGC show bounds” by Osyris.
This will help you, the hat should fit perfectly within the blue box

Finally solved my issue, turns out the chains on the headdress was too long by the standards.
