Considering that this GFX is just a start, it’s pretty well made. The glows, which seem to be coming from the rabbit’s eyes, give a mysterious and somewhat scary sensation to the audience.
Furthermore, if the GFX is for a horror-themed game, such as Piggy or Bakon, I recommenced changing the color of the lights to something that resembles horror and terror such as red. However, if the GFX is for something different, it’s a great start!

Well Yes it is for a horror Game! but not the way you think, it is not like piggy/bakon! it is a “glitch” themed horror game. thanks for the feedback by the way!

It looks better. But, I don’t know about the eyes. I’m not trying to be picky or anything but, something is not just right about those eyes.

The more lighting in the image gives it a good add-on as a pfp, but, as JetBluefan1 briefly mentioned, the eyes of the rabbit should blend in more with the background and have a stronger glow, just like in the original GFX. This would give the picture a mysterious, spooky feel. Moreover, as you said you would earlier, adding the glitch effect would be a good final touch to the image.
It looks great. I just think you need to make the green lights appear on the bottom left corner. Just like how the purple is in the bottom right corner.
