I have no idea why this is happening! Can someone please help.

Are you using Terrain water or Parts?
If Parts, are they Anchored?
If Terrain do you have any scripts from a free model that would affect the Terrain?

I am using Terrain tool. I don’t think I have any script’s effecting it.

The only free model I used was this beach chairs and unbrella.

The water is there, it looks like your beach model has been CFramed about 1000 studs to the side.
Try looking at it in Studio Test mode and compare the Position of a certain Part before and after.

How do I move the water over to the sand?

Do I have to re do it? 30 char–

I don’t think the water has moved, I think your model has moved.
I’d check for scripts from your free models.

Like I said, look at the position of a Part in Studio where you have it built.
Press F5 to test the game, and find the same Part in the Explorer window and see where it’s located.

umm set your graphics up and see if it is there? sometime when i set my graphic too low i can see the water.

That is most definitely not the issue here. Like @Scottifly said, it’s probably some weird part location problem.

I don’t have issues with graphics and water. I see the water at his place fine, but it’s not near the model of the beach and cafe.

Every time I look at a free model I always check the preview button and look to see if there are scripts inside the model. If it shouldn’t have any scripts or they are named Fire or Infection or something strange then don’t load the model to your place.
Some models can have scripts that will load other more harmful scripts to weird places like Lighting or some other folder in your game that you may not even think to look in.
