I'm not able to add my friends to Team Create; says I need to be friends, but I am friends with them

I’m not able to add my friends to Edit with Team Create on a newly created place. When I hover over the dropdown, it says “User must be a friend to edit” and won’t let me click the dropdown to select Edit. I know I have the right people, and am friends with all three.

Expected behavior
