Image declined or not?

I’ve had this question for a long time and I still don’t know what these images mean, but whenever I upload a decal or a image thumbnail to a game. I always get this image.

does anyone know what this means? Does it mean my image got declined? Or does it mean that it’s still pending approval?

Your image is not declined. It’s pending approval from moderation.

It means your image is being approved. If it’s declined it will look like this.
