Images/Decals/Patterns on floors question

I’m looking at trying to make the ground, and different floors in my new game uniquely different and in my research have found almost every game using this method below (see screenshots)

Subtle, but noticeable patterns on a smooth plastic or mesh material.

How can this affect be achieved? Is it a pattern from Photoshop/Online imported, and applied how? Hoping to have some insight to this
