Just from the thumbnail, I can see it involves politics. But to make players want to keep coming back, the game must have a high level of replayability. Maybe add unpredictability to the game, maybe add percentages, maybe just make the game more dynamic so people want to play.
One thing I would consider is rebranding the title - it is a good one but for a platform where there are many younger players who don’t know what taking an oath of office is it may be a problem. You should also look at the demographics of your current player base; if you mainly have males playing your game and you want to gain more of a female audience as well, you could maybe try a thumbnail that may attract females as well without losing your male audience, such as a girl in the thumbnail.
We have a high level of replayability. We are one of the top games by session time and retention. Our problem is qualified impression play-through rate.

People around that age, have levels of intellect. Assuming this game needs some type of understanding to play it, it would fit well in this age group. If you want to make it more attractive, the thumbnail could include some type of game element in it, like show a thumbnail of being a court judge and such.
Honestly, I’d say the low play through rate is just happening because most people are interested in the thumbnail, but because most people have no interest in politics, they don’t want to play the game. There’s probably not much you can do to improve it.
