In-game menu on Xbox either shows options in areas it shouldn't or just doesn't let you go to them if not

It seems like there are 2 different things caused in the “Settings” menu in-game as a result of this bug.
All is shown in the video below.

Firstly, if you attempt to go to the Settings menu and it is the default menu it lands on, you are shown the interface correctly, however, it does not allow you to scroll down using your controller stick, to the “Developer Console” section.

Secondly, if the Settings menu is not the default menu it lands on, the settings are shown outside the boundaries it is expected to be in, however, it lets you go to the “Developer Console” section.

P.S Xbox’s in-game menu also does not grey out things that cannot be chosen.
We can see the “Which person” and “Reason for abuse” options, although it just doesn’t let you go to them since you are not meant to.
