Mobile graphics probably aren’t running at the Max of 10 during gameplay.
Neon disappears at lower values.

Is your graphics level low? If not, then that’s a quirk of mobile, similar to the highlight scenario.

graphics level low but my pc’s graphics leve low too… and I want this works too with low graphic levels,
If I use the Lightning service will it work or will the graphics system not allow it?

As far as I know you can set the graphics level to whatever you want, but if your device can’t handle it then it just won’t work.
Is the lighting technology on Compatibility? If so, change it to ShadowMap or Future.
It depends on the specs of your mobile device. If it is an older device it is more likely to be set to a lower graphics setting. The neon bloom effect is not present at lower graphics quality.
