Inconsistent Enforcement of Modesty Layer Rules on the Marketplace

There are currently several character bundles in the Roblox Marketplace that include partially transparent or sheer modesty layers. In a previous bug report, a Roblox staff member mentioned that these bundles actually follow the Marketplace policy, even though the policy clearly states that modesty layers must be fully opaque.

This creates a clear mismatch between how the policy is written and how it’s being enforced. According to the official Roblox Marketplace Policy, modesty layers must be fully opaque. Transparent or semi-transparent modesty layers are explicitly prohibited and classified as sexual content violations.

However, bundles with semi-transparent modesty layers are still being published and not flagged, which is confusing.

“All modesty layers must be fully opaque. While they can include artistic highlights, shadows, or textures, modesty layers that are sheer or partially transparent are not permitted.”

The current policy clearly says that all modesty layers should be fully opaque, but some bundles on the Marketplace are being accepted with what seems like a different interpretation of the rule. If transparency is allowed under certain circumstances, the policy should be updated to reflect that.

It’s also worth noting that even bundles featuring non-human characters are still expected to follow the modesty layer rule. The policy uses the phrase “in general, modesty layers are required if your character resembles a human,” and defines this further as characters that “have smooth and flat skin-like surface texture in the groin and chest area.”

Even though some stylized or blocky characters may not directly resemble humans, moderation still requires them to include modesty layers. For example, the following non-human bundles all have modesty layers—usually appearing as a black or grey bar texture:

In some of these cases, even if the modesty layer is partially transparent, it is still present—because if it were missing entirely, the bundle would likely be removed by moderation as a sexual content violation. This shows that the enforcement around modesty layers applies broadly and is not strictly limited to humanoid avatars. It just makes it even more important to clearly explain whether any amount of transparency is actually allowed or not.

These bundles currently have modesty layers that appear partially transparent, which goes against the current Marketplace policy. However, previous feedback from Roblox staff suggested that these layers are considered acceptable, meaning the policy should be reviewed and clarified.

Expected Behavior:

Since the Marketplace Policy already clearly states that all modesty layers must be fully opaque, bundles that include partially transparent modesty layers should be moderated accordingly and removed if non-compliant.

Alternatively, if such bundles are intended to be allowed, the Marketplace Policy must be officially updated to reflect this exception and provide clear guidance to creators. The current contradiction between the written policy and actual enforcement creates confusion.

Actual Behavior:

Bundles with partially transparent modesty layers are being published without being flagged or removed, which creates confusion around how the policy is currently being enforced.


Given that the current Marketplace Policy explicitly prohibits partially transparent modesty layers, I request that Roblox take one of the following actions to resolve the discrepancy between the written rules and the content currently allowed on the Marketplace:

  • Enforce the existing policy by reviewing and removing bundles that violate the rule requiring all modesty layers to be fully opaque.
    or
  • Update the Marketplace Policy to officially allow partially transparent modesty layers, if that is the intended direction, so creators and moderators are working from the same standard.
