Inconsistent frame pacing

Description

At 60 FPS, Roblox is not able to maintain consistent frame pacing. When targeting a framerate of 60 a game should take 16.67 ms to have the next frame appear but this is not the case in Roblox. It usually hovers around that target but almost never meets it consistently.

This is not game-breaking but it is noticeable.

Graphics API in use is Direct3D 11.
