(IGCELA)

Section 1 - Introduction

The Installation Gamma Code of Ethical & Lawful Activities (IGCELA) or Code of Ethical & Lawful Activities (CELA) is a document providing what the ethical and lawful activities are within Installation Gamma, also instating what the powers of the O5 Council and the Ethics Committee in the stance of determining the punishment of Foundation staff. The following are all the dictations for the operation of Installation Gamma and its respective laws.

Section 2 - Punishments

Punishments should and respectively be handled by members of the Ethics Committee, as they are the ones fully capable of interpreting these laws and applying them to a practical trial within the Installation.

All punishments will be documented accordingly, be it through a third-party service or through a Google Sheet, and, when more proper methods of communication may be established, shall a full and true understanding of these laws upon all personnel be able.

Regardless, grades are in place to determine the severity of the infraction committed by the offending personnel and what the maximum appropriate punishment is. Judges have full discretion in the decision of punishment for personnel, except when chosen to be nullified through respective measures. Punishments, such as demotions, will be determined by the judge during trial unless such punishment is determined unnecessary by the judge.

Punishments will be given at the decision of the Ethics Committee.

Grade A - These infractions are the most severe infractions. They consist of actions that severely harm, not only the integrity of our Foundation, but potentially the integrity of our community, the integrity of an individual, or the classification of our information. Warrants a termination from the Foundation.

Grade B - Grade B infractions warrant a three-month suspension maximum. This is reserved for actions that may not harm the integrity of anything, but are severe in their nature.

Grade C - Grade C infractions warrant a one-month suspension maximum.

Grade D - Grade D infractions warrant a two-week suspension maximum.

Grade E - Grade E infractions warrant a one-week suspension maximum.

Grade F - Grade F infractions warrant a three-day suspension maximum.

Grade G - Grade G infractions warrant a one-day suspension maximum.

Grade H - Grade H infractions constitute probation for any specified time.

Grade I - Grade I infractions constitute a warning for the offending personnel.

Grade J - Grade J infractions are nothing but a small verbal warning for the offending personnel.

Section 3 - Guidelines

The following are all laws and rules applicable to all personnel (except for laws or guidelines otherwise never applicable to the aforementioned personnel). The failure to follow the guidelines set forth here will result in action with the maximum being associated with the grade provided. These laws mainly concern specific areas of conduct and establishing a full set of guidelines and laws for personnel to follow.

  1. Eliminating fellow personnel when they present no active threat; (Unlawful Termination) [Grade D]

  2. firing upon fellow personnel when they present no active threat; (Unlawful Firing Upon Personnel) [Grade E]

  3. presenting a firearm in the presence of high-ranking sensitive personnel when unnecessary; (Unlawful Presentation of a Firearm) [Grade F]

  4. disrespecting, insulting, or otherwise using words to degrade other personnel; (Disrespect/Degradation of Personnel) [Grade E]

  5. utilizing administrative/moderative commands or tools in an abusive manner; (Admin Abuse) [Grade F]

  6. utilizing administrative/moderative commands or tools in a manner that is abusive that severely degrades the experience of others; (Severe Admin Abuse) [Grade D]

  7. leaking classified information to personnel not authorized to gain said information; (Leaking Classified Information) [Grade C]

  8. accessing areas without the proper clearance when clearly blocked from the area; (Trespass) [Grade E]

  9. assisting lower ranked personnel in accessing areas that they are not permitted to enter; (Assisted Trespass) [Grade F]

  10. causing a breach of any SCP; (Rogue) [Grade C]

  11. glitching or exploiting while on-site; (Glitching/Exploiting) [Grade A]

  12. unlawfully terminating or injuring Class-D by shooting without reasoning; (Unlawful Use of Force Against Class-D) [Grade D]

  13. inciting discourse amongst personnel via spreading drama or creating arguments; (Inciting Personnel Discourse) [Grade E]

  14. failure to give way to higher priority staff, especially during times of emergency; (Failure to Give Way) [Grade F]

  15. conspiring with enemies to the foundation; (Conspiring with Enemies) [Grade A]

  16. the misuse, or mistreatment of Class-D personnel at any point time, via targetted harassment, disrespect, performing irregular, unprecedented tasks, or any other act or activity determined to be in violation of this rule; (Misuse/Mistreatment of Class-D Personnel) [Grade B]

  17. failing to adhere to higher-ranked personnel giving you instruction; (Failure to Obey Superiors) [Grade G]

  18. taking any form of bribery to favor other personnel in any jurisdiction or decision; (Acceptance of Bribery) [Grade B]

  19. offering any form of bribery to gain favor from other personnel; (Offering Bribery) [Grade B]

  20. expressing favoritism or bias toward any individual for any reason on any decision severely, mostly in a manner which is harmful; (Favoritism) [Grade C]

  21. failing to complete tasks in a timely and orderly manner as required by your listed duties; (Incompetence) [Grade H]

  22. evading punishments issued to you; (Punishment Evasion) [Grade B]

  23. assisting in the evasion of punishments; (Assisting Punishment Evasion) [Grade C]

  24. violating Federal or International Law; (Violating Federal/International Law) [Grade A]

  25. intentionally causing severe interference with any trials conducted; (1st Degree Obstruction of Justice) [Grade B]

  26. intentionally interfering with an investigation to obstruct or disrupt the investigation; (2nd Degree Obstruction of Justice) [Grade C]

  27. discouraging personnel to submit reports to necessary staff through any means you’ve determined necessary; (Intimidation) [Grade A]

  28. successfully or not lying in court under any context; (Perjury) [Grade C]

  29. the submission of fabricated evidence or submitting a false report to any respective individual for any reason; (Submission of False Evidence/Report) [Grade E]

  30. the discussion of participation of sensitive or controversial topics; (Discussion of Sensitive or Controversial Topics) [Grade I]

  31. the presentation or usage of a firearm when not justifiable within a CELA dedicated weapons-free zone. (Usage or Presentation of Firearm In CELA Zone) [Grade F]

Section 4 - Judiciary Powers of the Ethics Committee, O5 Council, and The Administrator

The Ethics Committee is the one solely responsible for the trying of personnel who’ve violated Foundation regulations. The Ethics Committee determines if punishment is necessary in the situation presented to them, which is done via a jury. A judge will be selected from the Ethics Committee, along with a prosecutor and defender. A true jury will be presented when such a jury is able to be created by more than 3 individuals. Meanwhile, the judge will be charged with determining the punishment of the respective personnel.

The O5 Council will take charge of ensuring the action executed is lawful. If at any time the O5 Council wishes to pardon an individual accused of crimes, it must be done so with a ¾ majority in favor. The same casting can be done for a different punishment of higher or lower severity.

The Administrator, within sense, is able to completely veto an action at any given time regardless of other decisions.

Section 5 - Personnel Rights

Personnel are granted several rights while on trial, all of which are to help protect the individual who is on trial.

  1. One who has been determined innocent of a crime may be not be put into jeopardy for the same crime they have committed unless said crime is severe and they later admit to committing said crime;

  2. personnel maintain the right to remain silent and said silence cannot be used against them in any manner;

  3. personnel should not be misled or drawn into a corner to make themselves appear guilty;

  4. personnel are guaranteed the right to a fair and speedy trial;

  5. personnel are guaranteed the right to have a defender speak for them or have one present, or speak for themselves in the court of law.

Section 6 - Trial Operations

Trials will consist of a Judge, Prosecutor, Defendant, Defender, and Jury. The Judge will be in charge of overseeing the trial and managing it. They will, in the end, be responsible for determining the punishment to be handed to the offending personnel presented to them.

The Prosecutor will present forth the case against the offending member, of which they are to convince the Jury or Judge that the Defendant is guilty of the crimes of which they are accused. The Defender, on the contrary, will be responsible for convincing the Judge or Jury that the Defendant is in all instances innocent of the crime of which they are being accused.

The Jury will be responsible for the verdict given to the offending personnel. They are to make this decision based upon facts presented to them by the Prosecutor and Defender.

Section 7 - Introduction of New Guidelines And Removal of Guideline

Guidelines can be introduced by any body in charge of these guidelines (respectively, The Ethics Committee, The Administrator, or O5 Council). Duties or other actions regarding these laws can be also voted upon by other bodies when given permission by a body in charge of these guidelines.

Regardless; the duties of upholding these laws should not be granted to any body outside of the aforementioned bodies who of which must be in charge of upholding these laws. The creation of these laws should remain in the respective bodies as charged with upholding, however leniency can be made in this field.

The Ethics Committee may introduce a new guideline via a majority vote. The O5 Council may vote to remove this guideline upon its enactment. The Administrator may choose to reject any guideline regardless of vote.

The O5 Council may introduce a new guideline via a ¾ vote. The Ethics Committee may vote to reject this law or The Administrator may choose to reject this law.

The Administrator may introduce a new law at random decision. However, this law can be overruled when absolutely necessary by either party aforementioned.
