Many of my friends I cannot whisper them ,are really below 13 year old dudes so Iβm really 13 years old and I can whisper to some friends above 13 years. 
Also hackers also took advantage of the restriction update to set the age to a lower level, so that others cannot claim them by text due to some exploit.
