Is a jumpscare with a flashing image allowed?

I’m making a horror game right now and I’m not sure if a jumpscare is allowed with a fast flickering image. Here is a link where to see it (epilepsy warning): Jumpscare - YouTube. I know it looks a bit cheap, it is supposed to, in the story it’s supposed to keep the player away from the computer (Set up that way by the computer owner). Is it too fast, too loud or too extrem?
I look forward to answers.

It is a bit extreme, I recommend toning the flickering down a bit and add a warning for people with epilepsy or people who experience seizures or any cardiovascular or neurological problems.

Do you think it’s better if I do it half as fast? You can see it by putting the video on 0.5x

Many popular games including Apeirophobia, I think doors, and other games use fast flickering lights. It is completely fine to use them, and sometimes even encouraged, but you have to put a epilepsy warning visible to the player.

Just make sure to put an epilepsy warning, or at least a way to turn it off. Make sure the text is bold. If its their first time playing make them confirm a setting if they want it on or not. This will make sure that the player is aware that there is flashing images incase they looked away.
