So I am making a sort of GTA game. This game includes robbing stores & people and it even includes shooting innocent civilians whom are wandering casually on the streets. The latter seemed a little too violent for me for a kids platform. I know that Jailbreak allows robbing stores and that that is OK, but I don’t know about shooting pedestrians.
Okay I haven’t played Mad City, but I don’t think that game includes shooting innocent civilians. Would it be against TOS to allow players to shoot these innocent civilians? 'Cause it seems a little too violent for me.
But Roblox themselves made implemented the same idea in their tech demo game. My version doesn’t have blood/gore whatsoever. How can they get away with it?
This is definitely allowed. Plenty of games function like this. As long as you’re not gory or violent, I don’t see the difference between this and games like Jailbreak, ER:LC, or others.
it’s a tech demo, teaching material. If you’re publishing a finished game where the gameplay involves the player killing bystanders, that’s a very different delivery vessel of the same idea.
IMO any idea where you have to consider if it’s allowed or not should be avoided
I wouldn’t call shooting people in general good spirit, but I would recommend arming the people you are shooting and giving the player a good reason to shoot them.
What if, instead of just “innocent civilians,” there are “innocent players.” Have the population of wherever this is be entirely multiplayer based. Kinda like da hood.
Yeah that is in the game right now, but I thought it might be a bit boring if it was a dead server so I added pedestrians whom you kill for money the same way you do to players. But I think I will take @Crazedbrick1’s recommendation and give these NPCs a “bad look” by giving them guns or whatever.

I stated that as long as your game follows Roblox TOS, you shouldn’t run into issues.
Jailbreak and Mad City are amazing examples of what a Roblox GTA would be like, because they follow the Roblox TOS. If you were implying that just because another game is doing it, so you should do it, then you’re a fool.
I’ve decided to make the civilians fight back, I’ve being notified about the game GPO having a similar concept. In GPO these civilians will fight back if they’re threatened. In my game, these civilians would be cowardly and fear for their life. I will make it so they will fight back so the player will be sort of punished for attacking the civilians.
