Is it okay to make a form system on Roblox?

Hello Developers!

I am about to create a new Form Creation System that allows users to build their own forms on Roblox. These forms will be able to be either shared out to the public or keep it as unlisted where people will require a pin (auto-generated) to access those forms.

However, responses and analytics will be shared out to another place where only the form owner can view such responses. Usernames/User IDs will be collected when forms are being submitted unless the creator disables usernames/User ID.

To prevent any issues with Roblox, whenever it sees a question named “Pass” or “Discord” or even something related, the form will be locked and the creators account will be temporary banned till we identify the issue.

No other information other than, FORM CONTENTS, USERNAMES, USER IDs, DATE & TIME, RESPONSE STATUS (Complete/Incomplete) will be collected.

May I ask whether this is against the rules?

Depending on the questions, this may cause issues with Children’s Online Privacy Protection Rule (COPPA).

Users are recorded via their user profile, and this brings issues with recording information from those under the age of 13. One of COPPA’s rules states that certain information may not be stored for users under the age of 13; and having users generate form questions on Roblox can easily be a disaster with this in mind.

As for Roblox Community Standards, 28: Sharing Personal Information seems to be the only guideline which could be broken as of those sets of guidelines, not to the fault of you but from form creators with malicious intent or unintentional questions. Though this is the only guideline I could find in community standards, the previous point would justify them not accepting this concept.
