Is it possible to make pants rest on top of the shirts?

Hello! I looked everywhere and I can’t seem to find it; if anyone can link me anything regarding this issue so I can read up on it, let me know!

I have a team working on my bakery. I was going to ask them if it was possible to allow pants rest on top of shirts, counting right now shirts overlap pants always.

What I was trying to offer as a proposal, is for the apron to be overlapped the pants, so it would allow users to wear only the apron and pants if they wanted to - but also they could wear whatever shirt they wanted to underneath the apron. (If that makes any sense.)

I asked them if it was possible, and they responded wtth from their understanding it’s not possible at all (even with coding or character override options) but out of curiosity I thought I’d ask here in case.

Shirts have precedence over pants. This is not behaviour you can change as this is how clothing is rendered internally. If you aim to make something like an apron, you should be putting the upper half of the apron onto the shirt. This is what people do to have torso-spanning clothing right now.

A hacky way of doing this would be to create an independent humanoid construct attached to the real torso where only the torso bits are present, then add the apron shirt to that. Another way (and potentially a better way) would be just to build the actual apron onto the character.
