Is it possible to make ragdolls with skinned meshes?

I’m making an alien isolation / Flee the facility type game. I want the tail to be kind of realistic to the original, but, I’m not sure how to do it.

I made a rig and stuff, and rigged it. But, I can’t seems to figure out how to use constraints on bones.
