Is My Decal For My Game Mistaken As A Violation Against Community Standards?

I have been making a series of decals for a tutorial in my game like examples, like helping new players to understand the mechanics.

I posted it and it was deleted for violating the standards like it was for roblox advertisement in Sept 22th. It wasn’t for advertisement and I wonder what’s going on.
The decal had red drawn circles to focus a player’s attention into the game mechanic and that was it.
Is it a “advertisement” when in fact it is actually a tutorial for my game?

Here what happened.

I rushed because I thought general advertising is against CS while mis advertising is actually not good. However, the decal/image wasn’t supposed to be an advertisement.

If you do not pass an image of the moderate decal we cannot help you.
