Is there an API that allows you to equip avatar items on a player's character while they're ingame?

Earlier today I was joining in on the bob mob raid, and I noticed that they had a tool which allowed access to modify your avatar while ingame. Is there some API that allows this? I feel like there is and I just missed it or something.
