Iā€™m a little confused by your question, are you trying to make the blue part rotate with the cylinder? If so, you can just weld the blue parts to your cylinder, then attach the cylinder to the long beige part with a HingeConstraint, set the ActuatorType of the hinge to Motor and then mess around with the properties until you get a desired result.

What exactly do you mean? If you mean rotate in studio, you may have collisions enabled. To disable them, go to the model tab, and uncheck them. See image below:
