Is there anyway roblox moderation not flag my uploads as against TOS? Even thought they're not?

Ok so this pet might be getting moderated for something to do with the eyes.
Im not gonna say what it is but thats my guess.

The eyes look like breasts, I recommend modifying the design (such as white eyeballs and black pupils, or just changing the color of the eyeballs to not match the fur color)

You should instead put the pet inside a ViewportFrame. It makes sense that it thought it was inappropiate.
