Is this against tos to make shop items that allow to dev product price to go down?

Do you mean something like a VIP gamepass, which gives you a certain ingame membership and also reduces ingame currency prices done by DevProducts?

If so, I assume you’re allowed to do so. It gives players a reason to become a premium member in your game and it act similar to ROBLOX’ own premium perks.

as @milanomaster said the same thing but instead of game pass it would be an item
