does this model already have a rig?
When you say “rigged” I’d assume you mean welds and joints which it has none of. However the blue dots look like it’s already rigged so to test if it is rigged or not, I would just try and animate it.
If it lets you animate it, It is rigged.
Otherwise you will need to rig it.
