Now I know that the Roblox Name and Logo rules have been updated quite a while ago, but I just want to make something clear:
THE RULES AREN’T EXPLAINED VERY WELL.
I just wanted to ask if I can upload this to ROBLOX, NOT OFF-SITE.
It’s a seal for my City.
Is this allowed?

You can upload it on an alt just to be safe. If you’re not sure about something being allowed or not, then that’s something you can do unless you know FOR SURE that it’s not allowed then you shouldn’t upload it at all.
Even if you are sure it’s still best to upload to an alt because moderation is just that bad
